On 17 December 2009 during the Africties Summit in Marrakesh, Morocco, was held the first meeting of LEDNA’ s Steering Committee. According to the institutional organisation of LEDNA as stipulated in the Strategy 2009-2011, the steering committee is the directional organ of the program. It represents African local governments and is composed of five Mayors representing each of the five African regions. The current Steering Committee is constituted by the following personalities:

•Mr. Abdel Kader Sidibe, Mayor of the district of Bamako, President of the Mali national association of local governments (AMM) – for West Africa;
• Mr. Castros Safins Namuaca, Mayor of Nampula, Vice-president of the association of local government of Mozambique (ANAMM), representative designated by the President of ANAMM – for Southern Africa ;
• Mr. Hugues Ngouelondele, Mayor of Brazzaville, President of the Association of Mayors of Congo (AMC) – for Central Africa;
• Mr. Leonard Biyondo, Mayor of Mwanza, Chairman, Association of Local Authorities of Tanzania – for East Africa;
• Mr. Fathallah Oualalou, Mayor of Rabat, Morocco, representing North Africa.

Mr. Oualalou, Mayor of Rabat was elected President of the Steering Committee.

Prior to this meeting of the Steering Committee, was held on the 16 December 2009, the first meeting of LEDNA’s Advisory Board whose mandate  is to examine the strategy, the functioning and implementation of the activities of LEDNA in order to make recommendations to guide the works of the Steering Committee. The Advisory Board is constituted of the following personalities:

• Mr. Martin Balepa, Director of the African Institute of Statistics (AFRISTAT), Bamako;
• Mr. Sithole Mbanga, CEO of the South African Cities Network, Johannesburg;
• Mr. Sissoko Mamadou, Honorary President of the Peasants and Farmers Network of West Africa (ROPPA), Dakar;
• Mr. Patrick K. Mutabwire, Commissioner, Local Councils Development, Ministry of Local Government of Uganda, Kampala;
• Mr. Koffi Nguessan, Director of the Institute of Statistics and Applied Economics of Ivory Coast, Abidjan.

See below the minutes of the meetings of the Steering Committee and of the Advisory Board containing the recommendations and resolutions that adopted. With these two meetings, LEDNA has completed the launching of its directional organs is expected in 2010 to move even faster in the implementation of its activities and in the mobilisation of fundings.
