Donors play an important dual role in providing capital investment financing for LED projects as well as capacity building and technical assistance to support all categories of stakeholders better contribute to LED. Donor programmes in the areas of local governance, local development, private sector development and support to civil society are all, therefore, relevant to the success of LED.

Often having successful experiences with LED themselves, donor countries have recently shown interest in promoting the approach in developing countries, including in Africa.
