How can we enhance the coordination role of local governments in LED ?

Several LED initiatives are implemented in our localities by many different actors. However, these interventions of outside actors (central governments, donors, NGOs, etc) most often do not succeed because of poor understanding of local context, actual needs and available capacities. How can we enhance the role of local governments in coordinating all LED initiatives in their localities?
